PROBLEM TO BE SOLVED: To provide a photocatalytic member having a high transparency and also a high decomposition power/a high hydrophilic property. SOLUTION: The photocatalytic member can realize a member having the high decomposition power and the high hydrophilic property with an enhancement of a photocatalytic function by forming a fine two-dimensional crest and trough periodic structure on the surface of a matrix, and forming a thin film of a photocatalytic titanium oxide on the surface of the fine structure to enlarge a catalyst contact surface area. Further, the possession of the fine two-dimensional crest and trough periodic structure restrains a refractive index from changing rapidly against light incident from outside, and enables a high transparency.
