PROBLEM TO BE SOLVED: To provide the structure of a rubber vibration insulator which is prone to be displaced under light load in ordinary use and is less prone to be displaced under abrupt load, a manufacturing method therefor, and a stepping motor. SOLUTION: A rubber member is integrally disposed between two flange-like substrates 2 and 3, and a shaft hole 4 is formed in the center thereof. The rubber member contains fiber reinforcing materials 1a, and the fiber reinforcing materials 1a are arranged so that the fiber reinforcing materials are inclined toward the shaft hole 4 as they go closer to the sides where they are in contact with the substrates 2 and 3.
