PROBLEM TO BE SOLVED: To provide a system for continually and stably forming natural gas hydrate and extracting it after solidified. SOLUTION: A method for forming the natural gas hydrate is provided, comprising the steps of forming the natural gas hydrate by reaction between natural gas and feedstock water in a pressure vessel 20 and dehydrating the thus formed natural gas hydrate. The system works as follows: The feedstock water containing the natural gas hydrate is concentrated to raise the concentration of the natural gas hydrate, and such a quantity of the resultant water with the concentrated natural gas hydrate nearly equal to that of the natural gas hydrate formed per unit time in the pressure vessel 20 is extracted from the pressure vessel 20 each unit time and dewatered.
