PROBLEM TO BE SOLVED: To easily make change detection settings in a moving picture change detection display system. SOLUTION: If the change quantity of a moving picture meets a reference continuously over a given time when change detection results indicate no change, it is set that the change detect results indicate a change. If the change quantity of the moving picture does not meet the reference continuously over the given time when the change detection results indicate a change, it is set that the change detect results indicate no change. The change detection results are displayed on a monitor 1-7cl, together with the change quantity of the moving picture and an index indicating whether the change quantity of the moving picture meets the reference.
