PROBLEM TO BE SOLVED: To provide an electronic bulletin board monitoring system for enabling a monitor to quickly inspect the contents of a contribution to an electronic bulletin board, and when there is contribution information which is not suited to bulletin to the bulletin board, capable of instantaneously preventing the bulletin of the contribution information to the bulletin board and preventing the long-term bulletin of unsuitable contribution information. SOLUTION: A bulletin board management server 2 receives contribution information from a user terminal 4, imparts contribution management ID to the received contribution information, retrieves whether NG words exist in the contribution information or not, and quickly transfers contribution information containing NG words to a specified mail address of a monitor terminal 6. The monitor investigates whether the contribution information is to be disclosed or not from viewpoints whether the contribution information slanders others and is against public order and standards of decency or not and the investigated information of disclosure propriety is transmitted from the monitor terminal 6 to the bulletin board management server 2 by a mail. When the disclosure propriety information received from the monitor terminal 6 is disclosure denial, the contribution information is deleted.
