PROBLEM TO BE SOLVED: To prevent unit trip of a load loss region by performing more suitable speed control in transferring to a system operation. SOLUTION: This controller comprises a limit circuit for outputting a fuel amount control signal corresponding to a control value for controlling the rotation speed of a turbine, and a valve control circuit for outputting a valve control signal corresponding to the control value for controlling the rotation speed. The limit circuit is provided with a load limit control circuit 1 for outputting a first rotation speed control signal 5 for controlling the rotation speed. The valve control circuit comprises a valve opening rate setting circuit 201 for outputting a valve opening rate set value 229 defined for a rating rotation speed of the rotation speed, a valve control value outputting circuit 202 for outputting a valve control value 228 based on the existence of an excessive speed preventing signal 13, and a second minimum value selector 230 for selecting the minimum value of the valve control value 228 and the valve opening/closing rate set value 229 and outputting the minimum value as a valve opening/closing signal.
