PROBLEM TO BE SOLVED: To provide a wave absorber which can reduce manufacturing cost, and can readily deal with a wave absorbing layer of various thicknesses. SOLUTION: A plurality of sheets which contain at least a plurality of fiber sheets having electric loss and/or magnetic loss, are laminated. An impedance matching layer is placed on a surface of the wave absorbing layer thermally pressed and mutually fusion-bonded. A radiowave reflective layer is placed on a backside.
