PROBLEM TO BE SOLVED: To provide a rice hulling and milling plant capable of preventing troubles caused by the erroneous operation of a selection button of hull or hulled rice by disposing an apparatus for discriminating between hull and hulled rice and preventing the precision of discrimination between hull and hulled rice in the discrimination apparatus from falling in a short period. SOLUTION: A sensor of electrostatic capacity type which changes the capacitance when grains exist near the surface of detection is disposed in the rice hulling and milling plant and discriminates between hull and hulled rice. Then, when the discrimination result is hull, roller aperture is opened to the prescribed hulling roller aperture and, when the discrimination result is hulled rice, the roller aperture is made wider than the hulling roller aperture.
