<p><P>PROBLEM TO BE SOLVED: To provide a control method and system that use an Internet access service for general users, are less expensive and safe regardless of a communication distance and a communication time. <P>SOLUTION: A terminal for controlling road facilities, which is dynamically assigned with an IP address or a private IP address, is connected to a server which is statically assigned with a global IP address via a network such as the Internet or the like. A virtual communication path is established and maintained between the server and the terminal. At the same time, a control/monitor device is connected to the server, and control data created by the identical control/monitor device are transmitted to the terminal via the communication path.
