PURPOSE: A device and a method for selecting and recording a high-quality luminance signal are provided to further set a high-quality mode at an input end to extract all luminance signals from inputted video signals when the high-quality mode is selected, and to filter the signals in a wider filtering band, then to record the signals via a modulation process by a higher frequency, thereby recording/reproducing the signals at higher image quality. CONSTITUTION: A switch(11) selects an output end of received video signals. The first low pass filter(20') filters luminance signals and the first frequency modulator(30') modulates the filtered signals. A comb filter(21) separates spectrum components only of the separated luminance signals from signals outputted from the switch(11). The second low pass filter(22) filters the separated luminance signals. The second frequency modulator(31) frequency-modulates the filtered luminance signals. A high pass filter(40) high pass-filters the signals modulated by the first frequency modulator(30') or the second frequency modulator(31).
