PROBLEM TO BE SOLVED: To provide an electrolytic solution for electrolytic capacitor having low impedance characteristics and good high-temperature life characteristics, and to provide an electrolytic capacitor using the solution. SOLUTION: The electrolytic capacitor is constituted by housing a capacitor element manufactured by winding up anode foil and cathode foil with a separator in between and impregnating the element with the electrolytic solution in an encapsulating case. The electrolytic capacitor uses the electrolytic solution containing a tertiary amine borodioxalate and the separator composed of a heat-resistant synthetic resin, such as the polyester, polypropylene, polyethylene, polyamide, vinylon, rayon, etc.; the electrolytic capacitor having the low impedance characteristics and good high-temperature life characteristics can be provided.
