PROBLEM TO BE SOLVED: To provide a charging and discharging unit capable of charging a mobile phone easily away from home. SOLUTION: The stationary charging/discharging device 16 is installed on a convenience store. The plurality of mobile charging/discharging devices 20 are provided. Each of the mobile charging/discharging devices 20 has a storage part 7 connected with an electric double layer capacitor 8 in series.
