<p><P>PROBLEM TO BE SOLVED: To transmit data so as to decrease the delay in alarm data. <P>SOLUTION: In the case of transmitting synchronous data such as image data wherein isochronism is a requirement and asynchronous data other than the synchronous data within one period, the alarm data being the asynchronous data are transmitted while being broken into the synchronous data.
