PROBLEM TO BE SOLVED: To allow access and IP communication network services to authenticate a user at a same time of trying to connect to IP service or Internet access provider. SOLUTION: This user authentication method is as follows: (1) A user's terminal 11 issues an access request including user identification/authentication data transmitted to authentication servers 6, 7 and 8 of the access or IP service provider to the access or IP service provider. (2) The access request is transmitted to the authentication server 12 of the network services beforehand. (3) The authentication server 12 takes a step of authenticating the user based on the user identification/authentication data by the network services. (4) The authentication servers 6, 7 and 8 take the step of authenticating the user based on the user identification data.
