PROBLEM TO BE SOLVED: To easily create flow data. SOLUTION: First term data of first binary relation data included in a data assembly in a binary relation data storage part 10 are decided as data of a flow data start point candidate, second term data of the first binary relation data is associated with the start point candidate as a first child node, the type of the first binary relation data is set to an arc, and by referring to positional data in a positional data creation storage part 20 and using the second term data in the first binary relation data as a route for a subtree, binary relation data of a child having the same data as the second term data of binary relation data of a parent as first term data are sequentially searched from the data assembly. The flow data creation device is provided with a first subtree creation part 30, which sequentially associates the second term data as a probe node for adding the type of the child binary relation data to the arc when the child binary relation data have the second term data, and a subtree integration part 40 creating the flow data using a first child node as a route of the subtree.
