PROBLEM TO BE SOLVED: To provide a toner fixing member high in the surface smoothness of a resin coated layer, high in quality and long in service life, and also to provide a method for manufacturing the toner fixing member and a device for manufacturing the toner fixing member by which the surface of the toner fixing member is made smooth without plastically deforming a metal core even when the wall thickness of the metal core is thin. SOLUTION: While the cylindrical metal core 12 on which at least one layer of resin coating layer is formed is rotated, the resin coated layer on the outermost layer is heated by a heat source 14, which is inserted inside. The resin coated layer is forcibly cooled down from outside immediately after stopping of heating and the outermost layer resin coated layer is made into an amorphous flat surface. The resin coated layer is heated to a temperature which is higher than the melting point but lower than the thermal decomposition point, and the resin coated layer is forcibly to cooled down by having cold air blown onto it.
