PROBLEM TO BE SOLVED: To provide an electrifying member which is in even contact with a photoreceptor in the axial direction of the roller, thereby ensuring uniform electrification, restricts electrifying noise, minimizes permanent deformation of the roller regardless of long-term compressive deformation, and prevents image failure. SOLUTION: The conductive roller has an elastic layer on the periphery of a conductive shaft. The elastic layer includes an electrode layer and a resistance adjustment layer. The resistance adjustment layer is formed from a rubber composition in which 1 to 30 parts by weight of novolac type modified phenolic resin is blended with 100 parts by weight of raw-material rubber.
