PROBLEM TO BE SOLVED: To more uniformly and more stably butt writing electrodes against an image carrier by suppressing irregularities of projections of the writing electrodes while the fabrication is facilitated. SOLUTION: A writing head is constituted by forming a plurality of independently wired conductive patterns 9 on a flexible base 3a. The projections of the writing electrodes 3b<SB>1</SB>and 3b<SB>2</SB>are formed on electrode parts of these conductive patterns 9 by, for example, electroless plating of Ni, respectively. Height irregularities of the projections are reduced by the Ni plating, so that the writing electrodes 3b<SB>1</SB>and 3b<SB>2</SB>are uniformly and stably butted against the image carrier 2. A butting pressure of the writing electrodes 3b<SB>1</SB>and 3b<SB>2</SB>to the image carrier 2 is made uniform, and a good electrostatic latent image can be written to the image carrier 2.
