PROBLEM TO BE SOLVED: To provide an image forming apparatus that maintains image defects and cleaning performance and secure an excellent image free of color slurring and a cleaning device used for the same. SOLUTION: The image forming apparatus that cleans a beltlike carrier 2, extended among a plurality of tension rolls 1 to carry and convey an image for recording material, by the cleaning device 3 is equipped with a cleaning plate type member 4 which extends in a plate shape along the width orthogonal to the moving direction of the beltlike carrier 2 and has its tip part brought into contact with the beltlike carrier 2, a cleaning rotary body 5 which comes into contact with the beltlike carrier 2 and rotates in the same direction as the moving direction of the beltlike carrier 2, and an extension/contraction control means 6 which applies an auxiliary conveying force to the beltlike carrier 2 at least through the cleaning rotary body 5 to cancel expansion and contraction of the beltlike carrier 2.
