<P>PROBLEM TO BE SOLVED: To enable a user to acquire a ticket at home or when the user is present at a familiar place such as a convenience store, and to realize the distribution of the tickets customized for countermeasures on security. <P>SOLUTION: A ticket distributing device 1 encodes identification information (user identification information and printer identification information) which is registered by a user when the user makes a ticket reservation and which includes a unique ticket number imparted when the ticket reservation has been completed along with the ticket information, and distributes the encoded information to a terminal 2. The terminal 2 issues a customized ticket to which measures for security has been taken.
