PROBLEM TO BE SOLVED: To provide a cleaning device for forming stable high image quality images by reducing poor cleaning even in the case that conglobated and granulated toner is used, and having less abnormal images, and also to provide an electrophotographic image forming apparatus provided with the same, and a process cartridge. SOLUTION: The cleaning device for removing residual toner of the surface of an image carrier or the surface of an intermediate transfer body with a cleaning blade 1 makes a rough face in a surface in contact with the image carrier of the cleaning blade or the intermediate transfer body, and effectively removes the toner on the image carrier or the intermediate transfer body. Since the surface in contact with a photoreceptor 7 or the intermediate transfer body on the cleaning blade 1 by such cleaning is made a roughed face with minute holes or minute recesses and projections, the toner remaining on the photoreceptor or the like is held during cleaning, and slipping of the blade due to toner rotation is prevented.
