PROBLEM TO BE SOLVED: To provide an agent for treating wet soil, capable of treating the wet soil having high moisture content with a small amount of the agent, and to provide a method for granulating the highly wet soil. SOLUTION: The agent for treating wet soil contains as constituents (a) a water-soluble polymer and (b) gypsum having 0.11-1.63 m<SP>2</SP>/cm<SP>3</SP>specific surface, wherein (a) water-soluble polymer preferably contains carboxy group (including carboxylic acid salt group) and /or sulfonic acid group (including sulfonic acid salt group) and, more preferably, contains carboxy group and 0.5-50 mol% sulfonic acid-containing unit based on 100 mol% total constituent units.
