PROBLEM TO BE SOLVED: To provide a steel wall manufacturing method for efficiently and inexpensively forming a steel wall having high water cut-off performance. SOLUTION: The steel wall A of a double wall structure having a closed space B inside is formed by successively connecting a box-shaped steel sheet pile 1 while fitting both end joints 2a and 2b of two flange parts 1a parallel to an adjacent box-shaped steel sheet pile 1. Inside water of the closed space B is drained by a pump, and a joint part 2 is welded from the inside by an automatic welder by using the closed space B, and the water cut-off performance in the joint part 2 is secured. When the water oozes out of the water bottom surface side, sediment is removed up to the prescribed depth on a water bottom surface by a water jet or an excavator, and after automatically welding the joint part 2 of the part, the sediment of an embedded part is backfilled.
