PROBLEM TO BE SOLVED: To provide a method of steadily and securely producing an electrifying roll which can prevent electrifying noise by forming recesses on the external circumferential face of a conductive base layer. SOLUTION: Using a conductive elastic material, the conductive base layer is formed round a shaft body. Also, a large number of minute recesses and projections are formed on the external circumferential face of the conductive base layer. Subsequently, a resistance adjustment layer formation tube for forming a resistance adjustment layer, separately prepared, is fitted on the conductive base layer. By tightly fitting the resistance adjustment layer formation tube on the external circumferential surface of the conductive base layer while air is confined in the large number of recesses formed on the external circumferential face of the conductive base layer, the resistance adjustment layer is made to carry out impression molded from the tube is provided on the external circumferential face of the conductive base layer.
