PROBLEM TO BE SOLVED: To provide an intake air control system of an internal combustion engine for controlling intake air amount by controlling a valve opening characteristic and intake air pressure and for controlling the intake air amount more suitably. SOLUTION: The intake air control system of the internal combustion engine comprises valve opening characteristic control means 9 and 11 for controlling the opening characteristic and an intake air pressure control means 56 for controlling intake air pressure, and controlling the intake air amount by controlling the valve opening characteristic and intake air pressure. The intake air control system of the internal combustion engine comprises a target intake air amount determining means for determining a target intake air amount after a predetermined time lapse, a means for determining a valve opening characteristic range realizable in the predetermined time, and a means for determining an intake air pressure range realizable in the predetermined time. The valve opening characteristic and intake air pressure are controlled by the valve opening characteristic control means 9 and 11 and the intake air pressure control means 56 to be a target valve opening characteristic set in each realizable range based on the target intake air amount and the target intake air amount.
