PROBLEM TO BE SOLVED: To provide an electrolytic solution for electrolytic capacitor having low impedance characteristics and good high-temperature life characteristics, and to provide an electrolytic capacitor using the solution. SOLUTION: The electrolytic capacitor is constituted by housing a capacitor element manufactured by winding up anode foil and cathode foil with a separator in between, and impregnating the element with the electrolytic solution in an encapsulating case. Since the capacitor uses the electrolytic solution containing a tertiary amine borodioxalate and a water absorbent, such as the zeolite, molecular sieves, silica gel, activated alumina, high water-absorbing macromolecules, etc., in the encapsulating case; the electrolytic capacitor having the low impedance characteristics and good high-temperature life characteristics can be provided.
