PROBLEM TO BE SOLVED: To provide a small and inexpensive planar electromagnetic actuator constituted by arranging a plurality of movable plates. SOLUTION: This actuator comprises one yoke member 5 formed like a frame; a plurality of movable plates 3 rotatably supported and aligned with a fixing part 1 inside the yoke member 5 by a torsion bar 2; a driving coil installed along an peripheral edge of each movable plate 3; and a static magnetic field generating means 4 installed outside the fixing part 1, and arranged in a manner that reverse magnetic poles are opposed to each other between the movable plates 3.
