PROBLEM TO BE SOLVED: To provide a cut steel plate of enhanced environment blocking function and improved corrosion resistance including a cut end face by directly depositing a dense chemical-converted film including phosphate compounds on a surface of base steel. SOLUTION: The surface of the cut steel plate is directly coated by a dense chemical-converted film consisting of granules formed of one or two or more kinds of phosphate compounds selected from calcium, magnesium, manganese and zinc and adsorbing each other and compounds consisting mainly of one or two or more kinds of oxides and hydroxides selected from calcium, magnesium, manganese and zinc filling spaces between the granules. The chemical-converted film is preferably treated by using chemical conversion solution with the mole fraction of one or two or more kinds of metals selected from calcium, magnesium, manganese and zinc to phosphoric acid being≥1.0.
