SOLUTION: A joining unit type laying panel structure having a plurality of snow melting panel bodies 1 is arranged over on the road surface F from an upper side opening part of the draining side ditch Q arranged on one end side of the road surface F, and can be laid in a joining connecting shape in the route direction of the road surface F.
