<P>PROBLEM TO BE SOLVED: To appreciably popularize green power by eliminating economic burdens on consignment companies, power companies, and general consumers. <P>SOLUTION: Minimum premium price storing means 10 receive and store a minimum premium price for every type of green power in a particular period. Demander side information acquiring means 11 acquire a maximum rate of purchasable green power to power consumption and a premium price for every type of green power, both specified by each demander 7. After price determining means 12 determine whether the specified premium prices are appropriate, demander side information storing means 13 store the specified maximum rate and premium prices.
