<p><P>PROBLEM TO BE SOLVED: To provide an operating device which is suitable for being installed in an environment where a waterdrop may attach on the outer surface thereof. <P>SOLUTION: The operating device is provided with a case 11 having an opening on a front face side; a transparent plate 12 which is housed and disposed in a position retreated from the front face of the case 11 so that the plate corresponds to the opening 11a of the case 11; a frame 13 surrounding an operation face formed by the transparent plate 12; an annular printed circuit board 14 which is housed and disposed in the case 11 so that the board surrounds the transparent plate 12; and a liquid crystal panel unit 15 which is housed and disposed behind the transparent plate 12 in the case 11, and displays an operation portion. On the printed circuit board 14, a light emitting diode 16 and a phototransistor 17 which are placed oppositely are mounted.
