PROBLEM TO BE SOLVED: To provide a new microorganism which has a greatly high lipase-producing ability at ordinary temperature and exhibits a high lipolysis effect for highly fat and fatty oil-containing waste water having high fat and fatty oil contents at ordinary temperature, and to provide a method for treating the fat and fatty oil-containing waste water with the microorganism. SOLUTION: This Burkholderia cepacia TPI21 strain. The new microorganism having the same mycological properties as those of the Burkholderia cepacia TPI21 strain. The method for treating the waste water is characterized by bringing the microorganism into contact with the fat and fatty oil-containing waste water to hydrolyze the fats and fatty acids in the waste water.
