An imager produces a first video signal having a first frame rate that can be set to any value, and the first video signal is stored in a memory and then outputted therefrom. A write controller is used to control writing of the first video signal into the memory, while a read controller is used to control reading of the first video signal from the memory. The write controller writes the first frame data, which constitute the first video signal, into the memory in each period defined by the first frame rate of the first video signal. The read controller reads the first frame data as a second video signal in which the first frame data have been sequentially so arranged, based on a predetermined arrangement rule, as to be partially overlapped with each other in a standard video signal having a standard frame rate. The predetermined arrangement rule is used for overlapping, in the standard video signal, the frame data of the video signal having a second frame rate that is equal to or lower than the standard frame rate. This can achieve the time extension/contraction effect of images more swiftly at a low cost.
