<P>PROBLEM TO BE SOLVED: To provide a software development support system and a terminal, capable of attaining reduction of a retrieval time when executing progress management, problem processing management, file management or the like of a software development process in software development support environment using a P2P type communication network, by imparting regular numbers as the whole software development support environment to facilitate management of management data on a progress management card or the like, and to provide a management number impartment method used for the terminal, a management number impartment program and a record medium recording the program. <P>SOLUTION: A problem processing card management part 12-1 of a terminal 10 refers to a management data part 13, imparts a new management number, produces a problem processing card, and stores the problem processing card into the management data part 13 for updating. A data transmission part 15 transmits issue notification of the problem processing card and management data update notification to terminals 20, 30.
