PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner ensuring stable electrostatic charge, free of surface fogging and toner scattering, having excellent stability of obtained image quality, able to deal with even the reduction of particle diameter, and suitable also for high-speed development, and to provide a developer containing the toner, an image forming method using the toner, and an image forming apparatus with the toner loaded thereon. SOLUTION: The electrostatic charge image developing toner is characterised by containing fine resin particles containing≥20 wt.% of an electrostatic charge controlling agent and having a volume average particle diameter of≤0.5μm on the surfaces of toner matrix particles containing at least a binder resin and a colorant.
