PROBLEM TO BE SOLVED: To carry out cutting of a workpiece with high efficiency and high accuracy. SOLUTION: There is provided a cutting device 10 which has: a main shaft 15; a first table 11 or the like held in a relatively movable manner with respect to a rotary tool 16 fixed to the main shaft 15; and a cutting blade forming machine 14 set on the first table 11 and having a grinding head 32 for grinding a cutting blade. The cutting blade forming machine 14 grinds a plurality of chips 24 held around a tool body 20 fixed to the main shaft 15, by means of the grinding head 32, and therefore, the rotary tool 16 made up of the tool body 20 and the cutting blades 24a each formed of a chip 24 arranged around the tool body, is produced.
