PROBLEM TO BE SOLVED: To provide a lapping apparatus and method, restraining increase in machining cost and lowering of shape accuracy (circularity and straightness) as much as possible by quickly machining a work having a machined surface where a hole such as an oil hole is bored, and reducing the separation of abrasive grains of a lapping film. SOLUTION: This lapping apparatus includes: the lapping film 11; a first shoe 71 for pressing the film abrasive grain surface to a surface to be machined 65 of a work; a second shoe 72 for pressing the film abrasive grain surface to a mouth 67 of the hole part 66; a shoe driving unit 30 for driving the second shoe 72 between the operating position of being pressed toward the mouth 67 and the non-operating position separated from the mouth 67; a rotary encoder for detecting the position of the hole part in the rotating work; and a controller. The controller controls the operation of the shoe driving unit 30 according to the position of the hole part 66 in the process of machining, thereby limiting lapping using the second shoe 72 to the periphery of the mouth 67 of the hole part 67.
