PROBLEM TO BE SOLVED: To provide an apparatus and a method for collecting image information that realize collection of image information from which image area corresponding to a person can be more exactly extracted. SOLUTION: The inside of a space as an object of collection of image data is imaged by IIR cameras 24A and 24B having imaging sensitivity in an infrared-ray range to obtain image data (thermal data) and it is judged whether there is a person in the space; when it is judged that he person is present, at least one of the luminance of illumination light from an illuminator 30 in the space and exposure by visible light cameras 26A and 26B having imaging sensitivity in the visible light band is adjusted so that the luminance difference (contrast) between the area of the person and the background area of an image represented by the image data obtained by imaging the inside of the space by the visible light cameras 26A and 26B.
