PROBLEM TO BE SOLVED: To provide a method for manufacturing a steel material, which reduces a heating-fuel consumption rate for the steel material to minimize the manufacturing cost, by inhibiting giving more thermal history than a necessary amount to the steel material, without causing fluctuation in mechanical properties of the steel product. SOLUTION: The method for manufacturing the steel material by heating it in a heating furnace and then rolling it, comprises calculating a solution degree Kc of a precipitation strengthening element contained in each steel material during being heated in the heating furnace; at the same time, previously setting a target value Ko of the solution degree; taking the heated steel material from the heating furnace when the values satisfy expression (1): Kc≥Ko; and rolling it.
