PURPOSE: A deicing system for a road and a runway is provided to economize in energy expenses by directly emitting heat from the ground, to reduce the cost and time required for construction by simplifying a construction work and to cut down the costs for marking lanes using a heat conductor as land indication. CONSTITUTION: The deicing system for a road and a runway comprises the steps of grooving the base using a thermal conductor(20), and fitting a heat generator(30) composed of a power supply wire and a hot wire to the groove to generate the heat generated from the heat generator(30) on the upper part of the thermal conductor(20) on the road surface through the thermal conductor(20).
