PURPOSE: A pier reinforcement method and a device thereof are provided to effectively resist horizontal load produced by running water without reducing a water passing section. CONSTITUTION: A pier reinforcement method comprises steps of boring plural lower internal insertion holes(2) in a bottom slab(111) of a foundation concrete(11); fixing at least one installing bracket, having plural vertical tension holes to positions corresponding to the lower internal insertion holes, to a head part of a pier(1); passing plural outer steel wires through the vertical tension holes and inserting the outer steel wires in the lower internal insertion holes; fixing the outer steel wires inserted in the lower internal insertion holes by a fastening unit(51); tensioning the outer steel wires having the lower parts fixed to the foundation concrete at the upper parts of the vertical tension holes; and fixing the upper parts of the tensioned outer steel wires to the installing brackets by a fixing unit(52) and dismantling a hydraulic jack. The pier reinforcement method includes a step of forming plural vertical recessed grooves in the outside of the pier of the positions corresponding to the outer steel wires to mount the outer steel wires to the inside of the outside of the pier.
