PURPOSE: An apparatus is provided to allow for a continuous supply of web and automatic manufacture of filter element. CONSTITUTION: An apparatus comprises a filter element manufacturing unit disposed on the web path which is formed between a web supply unit and a web winding unit. The filter element manufacturing unit includes a C-shaped elastic plate(28) mounted on a cylindrical support(24), wherein the C-shaped elastic plate has elastic pieces(26,26') contacting a web; an ultrasonic horn(32) arranged in front of the C-shaped elastic plate, wherein the ultrasonic horn has a plane(30) extended in the widthwise direction of the C-shaped elastic plate; a welding roller(44) mounted on a carriage(46) disposed above the ultrasonic horn; and a loop forming rod(5) arranged to expand and contract by an air cylinder(64) such that the loop forming rod moves forward/backward to/from the elastic pieces of the C-shaped elastic plate.
