The device has a recovery unit (2) to recover a signal representing an instantaneous speed of a vehicle, and a monitor (3) with an activation unit. An automaton (4) limits a speed of the vehicle at a stored set speed as soon as instantaneous speed becomes lower or equal to the set speed. A display unit (5) displays the set speed so that it is visible and remotely readable by a third party located outside the vehicle. The monitor (3) allows a driver to enter the stored set speed.
