PROBLEM TO BE SOLVED: To provide a liquid dispensing device of a simple constitution requiring no washing process and no suction process, and a liquid dispensing method allowing quick dispensing, for which a washing process and a suction process are omitted. SOLUTION: This liquid dispensing device 1 for dispensing a micro amount of a sample liquid 13 is provided with a liquid cartridge 2 filled preliminarily with the sample liquid 13 and provided with a nozzle port 15 in its tip, a cylindrical piezoelectric element 9 for delivering the sample liquid 13 in the cartridge 2 from the nozzle port 15, a joint member 10 and a screw part 8 for connecting detachably the liquid cartridge 2 and the cylindrical piezoelectric element 9, a head base 11 for supporting the cylindrical piezoelectric element 9, a delivery head unit 6 comprising a plurality of delivery heads 31 supported by the head base 11, and an XY-stage 5 and a Z-stage 7 for moving the liquid cartridge 2 relatively between a container replacing position and a liquid delivery position.
