PROBLEM TO BE SOLVED: To provide a cleaning pad that can prevent smearing of discharge electrode at cleaning of a corona discharge device with good yield of manufacture and reduced cost. SOLUTION: The cleaning padding, which is constructed of an adhesive layer 2 to be fixed to the drive means, a grinding layer 4 to form the cleaning face, and a support layer 3 that is provided between the grinding layer 4 and the adhesive layer 3 and supports the grinding layer 4, is constituted by forming the support layer 3 on the adhesive layer 2 and then, cutting the adhesive layer 2 and the support layer 3 into a shape of use, and then, by forming the grinding layer 4 on the support layer 3. Since the adhesive layer 2 and the support layer 3 are cut into the shape of use, before the grinding layer 4 is formed, establishment of the cutter used for cutting is easy, and life of the cutter is prolonged, thereby prevention of lowering of yield due to cutting failure, and cost reduction of the cleaning padding is realized. Also, since the grinding layer 4 is formed on the support layer 3 after cutting the adhesive layer 2 and the support layer 3, discharge electrode is not polluted at cleaning.
