PROBLEM TO BE SOLVED: To obtain a coating material for forming a gas barrier layer, which forms a barrier layer having excellent oxygen barrier properties under a high-humidity condition and neither thinning nor causing dissolution/white turbidity/whitening by retort sterilization, a gas barrier resin composition and a gas barrier material such as laminate, obtained from the coating material, and to provide a method for producing the coating material, or the like, by low-temperature heating or short-time heating. SOLUTION: The coating material for forming a gas barrier layer comprises a composite resin composition (C) obtained by polymerizing a monomer (B) composed of N-methylol-based (meth)acrylamide (b1) as an essential component in the presence of a saccharide (A) and has≥3 wt.% of the amount of a part derived from the N-methylol-based (meth)acrylamide (b1) in 100 wt.% of the total of the saccharide (A) and the monomer (B).
