PROBLEM TO BE SOLVED: To provide a dispersion stabilizer capable of stably dispersing an oily component, especially a silicone oil, in high concentrations, to provide an emulsion obtained using the same, and to provide a cosmetic using the emulsion. SOLUTION: The dispersion stabilizer comprises a copolymer 1,000-1,000,000 in weight-average molecular weight composed of (A) hydrophilic group-bearing constituent units and (B) (meth)acrylic ester constituent units, wherein the copolymer has a value of xy<SP>2</SP>of 3-300 (x is the molar fraction of the component(B) in the copolymer, and y is the number of carbon atoms in the alcohol residue of the (meth)acrylic ester).
