PROBLEM TO BE SOLVED: To attain both of image quality and durability, and also, to attain both an electrifying member of low hardness and a micro surface cell, as for an image recording device. SOLUTION: As for the conductive elastic layer of the electrifying device carrying conductive particles on the conductive elastic layer, provided that a layer A means the thickest layer, a layer B means a surface layer, (1) as for the hardness of the layer, the layer A < the layer B, (2) as for the cell diameter of the layer, the layer A > the layer B, (3) the water contact angle of the surface of a body to be electrified is≥85°, and (4) the image recording device is constituted by using the electrifying device.
