PROBLEM TO BE SOLVED: To provide a bath temperature estimating device requiring less power consumption for finding a water temperature in a bath tub without facilitating the lowering of the water temperature in the bath tub, and a bath water heater using the same. SOLUTION: The lowering characteristic of the water temperature detected by a temperature sensor 44 after stopping reheating operation and the lowering characteristic of the water temperature in the bath tub are actually measured and a correlation between the water temperature in the bath tub and the detected water temperature is previously stored in reference tables 57. The reference tables are prepared by initial temperatures and outside air temperatures. A water temperature estimating means 54 selects the reference table among theses corresponding to the initial temperature detected by the temperature sensor 44 at stopping a circulation pump and the outside air temperature detected by an outside air temperature sensor 47, and then it finds an estimated value for the water temperature in the bath tub with reference to the reference table in accordance with the water temperature detected by the temperature sensor 44.
