PROBLEM TO BE SOLVED: To provide a low carbon thin steel sheet in which surface flaws can securely be prevented with hardly forming inclusions in molten steel by finely precipitating oxide on solidification, to provide a low carbon steel slab, and to provide a production method therefor. SOLUTION: In the method of producing a low carbon steel thin slab, molten steel is decarburized so that the concentration of carbon therein reaches a low carbon concentration region, thereafter, Nb is added to the molten steel, further, the concentration of dissolved oxygen in the molten steel is controlled to 0.02 to 0.06 mass%, and the molten steel is cast by a twin drum type continuous casting method.
